Can I have MS Small Buisness Server email accounts and Pop 3 users for same domain?

I work for a small business that is purchasing a small business server with MS SBS 2003. Our company has many employees who will not need to get on the server but need to use our domain name for additional email users. Is there a good way to get around purchasing CALs for each email and still use outlook services for some of the accounts? We definitely want to be able to use Outlook Web Services for about 15 employees (who we bought CALs for)...
